Issue #905: hook scripts have wrong python shebang path on windows

On Windows the shebang path

```
#!/usr/bin/env python
```
gives the client the error:

```
remote: /Git/env: hooks/pre-receive: No such file or directory
```

I temporerely changed it to
```
#!/Program Files (x86)/RhodeCode Enterprise/system/Scripts/python.exe
```

    Hmm i just realized it works in our work server, did you install rhodecode via installer ?

    Yes, Installer 0.7.0 RhodeCode 2.2.4 on Windows 2012 Standard x64

    Ok it seems we have to auto set the path for hooks, if you are interested here's the patch we're going to probably use for this: https://code.rhodecode.com/_admin/gists/ZXcYKb2hVbBaEXJrlbcX

    It auto sets the path to python executable. New version also has a force reinstallation of git hooks.
